a) qualified personnel from other areas of the State Provincial meet the requirements of the position you need to cover
b) admission of new staff must comply with requirements and demands of the position.
Art. 3) repeal the 5962 law and 7167 law that established by the different systems of remuneration or bonuses to the staff of the Department of Hydraulics.
Art. 4) Hydraulics Council is empowered with the approval of the Executive to establish a single bonus scheme for staff serving in the Dept of Hydraulics.
Arti. 5) is hereby created a study commission in order to update the Water Code of the Province of San Juan who must submit to the Executive a bill within a period not less than 6 months (before the election )
Art. 6) The commission shall be composed of representatives of the Provincial Executive, the Legislative Branch, the Universities, Boards of Irrigation and Hydraulics Department Council ( producers and their cameras do not have ) . Shall require consultation and advice de personas e instituciones públicas y privadas con idoneidad técnica y científica en materia propia de esta temática ( aquí entran los mineros y sus profesionales bien pagos).
